Convert MySQL Database Into WP

Is there a easy way to turn a MySQL Database into a WP Database?

 

This may not be entirely up to date, especially after the last update but it should be a good jumping off point. It basically worked for me last year.

Keep in mind I updated a bunch of sites yesterday. Don't quote me on this but I think that was the first time I got a database updated notification in the 3.x branch so it will be a tad different perhaps.
