    I have a website with 13K pageview per month.
    Most of my user are from India.

    Can you recommend some good CPM for Indian User?
    P.S make sure payment limit is less than 10$.

    wow... it's hard to find one. no offense, but many networks don't like Indian traffic. Also $10 limit is a problem too...

    13K is very low traffic. Go for adsense (CPC), you should be able to get more than 10$ a month with this traffic if you optimize your site.

    13k/monthly which is less than 500 visitor a day and you looking for CPM do you really think you will earn something in CPM with this low traffic

    You should go with adsesnse if you have good website and then increase traffic

    I had applied for adsense,they rejected me because of Site does not comply with Google policies.

    Any solution to this?

    Google's strong TOS... there is no solution but alternative network. I would suggest you to try CPC instead of CPM in terms of your traffic volume, but anyway, here's the list of networks that may suit your site:

    1. Madadsmedia - tried them, payments in time, sufficient support team
    2. Lijit - haven't tried yet, but many of my friends working with them successfully
    3. Adtegrity. Worked with them, switched them due to many reasons, BUT if they're still alive it can work out for you

    13K page view per month really low traffic. unfortunately all reputed advertising network have minimum traffic requirements. I would like to suggest you Write unique, and quality content and do proper on page and off page optimization. then apply for google adsense account.
