Why would you think you have reached the "maximum"? What are you bidding? $10? $15? Does AdWords even have a max cpm for site targeted campaigns?

Also, see Why can't I see my site-targeted ad? which may offer some suggestions/help.

i was running this campaign for some days in this specific site with a cpm of 1$.Along with me i have also some other competitors too the same days advertising in the same site. Suddenly one day my campaign stopped as well as my other competitors except one. I raised CPM from 1$ to 5$ for this site and still nothing is working as well as my other competitors except one. Is it logical? And if i havent reach the maximum why at least someone from adwords cant guide us, like it happens in the keyword targeted campaigns, instead of sending us parts from their help section..

I learned today that the answer really is as simple as Bid Higher.

Once I upped my CPM, the traffic came very quickly.

I had to go to $7.50 on one site before I started seeing even a trickle. On other sites it was only $5.

I will not disagree on raising the bid. But i'm little angry cause site targeted campaigns remind me a blind date situation! Keep trying to find the right CPM. And how i know if CPM pricing is fair for the market/country i target through this site targeted campaign??

Well, "fair" in the Google system is simply a matter of outbidding the competing advertisers and/or meeting the publisher's requirements.

Sustainable is a completely different question, as I'm sure $10+ CPMs aren't sustainable for certain markets.

    Good luck finding a balance.

PS I've found that my site-targetted CPM buys in AdWords are yielding effective CPCs at 1/3 the cost of my regular AdWords campaign...so keep at it!

Concerning your PS i cant agree more. At least up to this point site-targetted seems to be more cost effective compared to keyword targeted campaigns. This is why i prefer them. The issue is why to waste too much time working on finding the correct requirements and waiting for your campaign to be activated instead of looking for the next related to my project site as to advertise. Here i believe the both adwords and advertisers are loosing.

Nah, I'm just a guy from chicago who's been fortunate enough to be able to work with this stuff on a large scale. DP's given me tons of help and inspiration over the years so trying to help people out is my way of giving a little back.

As others said, Bid higher is the answer
    or
Maybe, That site was your competitor and blocked your site through the site exclusion thing?
