The agencies selling these links are NOT breaking Google's TOS - it's the people USING those agencies to Buy/Sell that are violating the terms of use. There's no reason why the sites shouldn't rank well within Google if they are not optimised, they're doing nothing wrong. WebDev

It's against Google's TOS to sell paid links on your website OR buy paid links on others websites. "Text Link Agencies" do neither - they just act as the marketplace. Therefore, they don't break Google's TOS.
