Regarding sitemaps you are not forced to use GWT, you just ping search engines (automatically) and they come to scan your posts. I don't have all blogs in GWT and they are indexed 100% (they get indexed in a few minutes) but if you need errors and stats go with GWT then.

What you can do is looking for the stats which keywords you get clicks or at least what kind of impressions. Then you filter for potential good keyword phrases and look if you can optimize them or write articles based on these keywords. On the other side if you are using wordpress and so, this is also possible if you monitor your dashboard stats. You need to get a little bit creative but this is the way I constantly get inspired and find keyword phrases which work for google.
