Need advice to build a photo contest site

I am very new to web design, I'm a professional photographer. I'm looking for information on building a development team for my photo contest site. I'm assuming it will need huge capital and time to build. I'm not sure what to put in this post, but if you would like to ask questions i'll answer best to my knowledge.

 

I saw couple of scripts on the net, for about 200-300$s maybe you should check them out first? That would be cheaper
