What Veer said is actually true, high quality content is not related in anyway to Google Penguin. Penguin is an over optimization penalty (Applied by Google) of anchor text with no wide set of variations So you will be safe from penguin and most properly panda too, at least, till some other site scrape your site content and outrank yours, simply cause you lake links. Search engine optimization is mostly about back-links, even if Google changed few words in their ranking advice article today. i don't think things are like you claim regarding SEO, i have dozens of websites and i can tell you quality doesn't count at all although is the most important asset.

GregWR is correct. I have high-quality content. I have a Ph.D. in the field I write about. And my writing is good (college English teacher). But I apparently had quite a few (not deliberately) worthless links, and that caused a large traffic drop in Penguin 2.0.
