I think, you are talking about any tool which creates forum profile, well, there are many such tools which would help you in creating forum accounts automatically. But they are not helpful in SEO today, any automated work is not allowed and you won't get any benefit from them.
Do not use any automated software to promote your website. Google is very strict these days. They can ban your website permanently.
Why do you want to do such things? If you sign up on a forum JUST to have a backlink, then there is no reason to do this. Try to be active in the forum, this way you can make new friends in your niche, you could also get a few visitors that could be interested in your website... But moreover, if the forum is good and it's related it is also helpful for SEO (so 2 things in 1 -> SEO and you could learn something new in your niche and use it to promote your website -> like a tip!)
you simply search the forum website and create an account.after that you participate in forum posting.this give the backlink to your website.It is very effective if you put the signature on the keywords of your site.

Good for SEO If you are make manually forum profile links and keep account active. Automated services and paid services don't likes Google.
