When I buy an expiring domain name and check if it's indexed by Google, I find that when typing "site: mysite.com" the web doesn't show up in Google as opposed to "mysite.com" without the word "site:" Does this still mean that the site is indexed also? Can you omit the word "site:" or is it a necessary part. Thanks!
well site: will show your websites pages on google (indexed pages) without it will show anywhere where that site name occured or related names and querries so to see indexing u gotta use site: for sure
This is the way to find all the content of your site in Google! But we can't say that the site is penalized or not, a penalized site can also be indexed in Google.

well yes you can...you hve to improve it.. start doing better seo or just stop doing any spam seo... and use google disvow tool to disvow bad backlinks.. and than resubmit site for indexing on webmaster tools
