Write a script that fetches the title and a short blurb from RSS, with a link back to the original post, then automate creating some 'dummy' accounts based on the comments. You could script it out so the post title becomes the thread title, and the comments are replies to the original thread. In theory, that would give your forum the illusion of activity, which would encourage real humans to join the conversation.
For promoting a forum, other related forums would help you a lot, try to participate in related and high traffic forums on regular basis.
