On page part is most important in seo, but without offpage work we didn't get the backlinks.

for the best results, both on site and off site optimisation are mandatory. Every step has got its own importance. You cannot neglect any of them.
For eg: you have a great content on your website but the website is not properly designed. Then this will definitely hamper the results.
Full fledged SEO steps should be conducted for good results.

 

On-page factor is most important in SEO. Also while doing off-page you need to follow the Google updates so that it wont penalized your site.

 

On-Site SEO is very important as no matter how much offsite marketing you do (link building), you are promoting your site with the intention of bringing visitors to your 'website'. So in the end, your website must be very well optimized from both; users' and search engines' perspective.

It is obvious that a well-optimized website is better than a well-designed website. You don't need a high-end design to inspire your audience. You need a user-friendly site so your visitors can easily browse your site. I am not saying that you should design ugly sites with only text and improper images, but don't put all your efforts into designing a mega website. After all, you do need regular visitors as well to get ROI.
