    I have a few thousand followers among the few Twitter accounts I own myself, I have quite a few Twitter accounts in different names, comedy accounts and fan accounts of celebrities or sports teams and the such. Probably all in all around 200,000 followers across 10-20 accounts.

    Asking people to follow you one by one, won't work. If you have a site, add the follow button somewhere on your site and you will get a much better chance of being followed.

    I have about 350 followers and I'm following none! No, I'm not a local celebrity...

    I just followed the ones who sported a #followback (and related) tag on their bio.

    Once I had my count, I unfollowed them! :p

    Only if you have traffic on your website. The purpose of Social Media accounts on Twitter or Facebook is to drive traffic on your website. If you don't have traffic on your site, linking your Twitter account won't help to much...
