How do I resize Photoshop document to readjust the height or width while working on a design project? Say for instance, I'm designing a 960px x 1200px template and I want to readjust (e.g. increase or decrease) height or width of the PS document. How do I do this without deleting the current document I'm working on and restarting all over from scratch every time? How do I copy an element from another website that I like to use in a my design template or theme?
The owner of the thread never replied.. muffet, to adjust you can click ctrl+alt+i uncheck constrain proportion however it will be distorted, if you want it just bigger check the box and whatever you change (eg: height) the width will automatically change..

you can make it manually using diff sizes of round brush, then once you're done and happy with the image you can use it as a brush preset and save it.
There may already be an existing Photoshop brush set for the brush effect shown in the image you attached. You should ask in the Adobe Photoshop community discussion threads on Adobe's site and find out if somebody already has a similar brush set or knows exactly where to find it on the internet and download it.
Google "Photoshop circular brush sets". I don't know the exact specific name for that brush set; there's probably several different names for it depending upon what the designers saved it as in Photoshop whenever they created that particular brush set. While I was browsing Google images and there's a similar brush set called 'halftones' that's free but it may not be the particular Photoshop brush set you're after.
