why no pay？​

 

Publishers should carefully read the terms of service and regulation of an ad network before registering. If they would such affirmations like "scam" and "they don't pay" would get drastically reduced.

It's only natural to get your account terminated if you run ads on a site which they don't accept, and you shouldn't even think of complaining about the ad network being "scam" considering that you haven't taken your time to read their regulation.

In my point of view you deserve your fate for being ignorant.
