Line drawing animation

Does anyone know how to do animations like this?

Cartoonists in my country uses Toon Boom for this, some prefer Flash. I'm no expert either, but you can google it. Or paste this;

For those who might be interested, this show is from 1971-1986, I remember watching it as a kid. So this originally wasn't made with the help of a software Just a fun-fact

 

Thanks! It must be a lot easier to do with software now though. It was very clever at the time, but I am assuming that there is an easy way to do it now...
