I am doing link building for one of client's website : candeotech.net/ver10 targeted keyword : web development California. target domain is candeotech.net/ver10. But has it a relevant content. Will it rank in future? Can I hop for ranking?

Thats a pretty competitive keyword string. You might be better off targeting the city in California you wish to target your services to.

Example: Web Development San Francisco California

 

The best part is that the firm that hired him, according to the website he posted (I'm sure they will love that) also offers SEO services.

 

Yes I have over one year experience on SEO. SEO is not so tough to me. I have ranked 35 websites before including my site.

 

Perhaps he thinks a bit of link building will out rank the top ten Web Development Services in California.

Forget about on site for a minute, and let's stick with his "Link building", if we can call it that. It sounds more like spamming up the link profile to me:

Here is a tip, in all honesty, to help you in the future. If you are being paid money by a company to work on their seo, do not post their domain name in a public forum. If you want to post your question about the seo project, then do so, and if you want to share the actual website in question do it privately.

 

SEO agencies outsource their link building all the time. A lot of them have massive advertising budgets to get the clients in but have very few in house staff dedicated to the grunt work.

Ive never heard of an agency handing their link building over to someone who appears not to fully know what he is doing and for their own website aswell. Agree, its very bad practice to mention clients sites on a public forum.

In answer to your question OP, you will be able to rank web development california, if you have the right budget. Its not an easy keyword but just taken a quick look and it won't be impossible.

 

A lot of SEO companies do not hand over the SEO for their very own website to people who don't have a fucking clue what they are doing.

I don't doubt that many SEO companies outsource services to be done for their clients, I do doubt that many do so on their own websites. But either way, one would expect they they would instruct on what is to be done and not leave the core task of obtaining back links to parties who appear clueless.

 

That keyword has 420 million competition way too much!
Use plenty of paid keyword research software to find something around 10 million! Then even if you get everything wrong you'll see some improvements
