Not only do you not have very many backlinks like TheSpy pointed out, but it looks like the vast majority of your links are from directories, and very few of these links have any PR on the actual page that the link is on. Here's a snapshot of your links from Spyglass:

You only have a handful of backlinks that are PR2+. I recommend buying a few high PR links (PR4+) and creating a few Web 2.0, PDF, and social network type links to help diversify your link profile a bit. Squidoo Lenses (if you create good ones) can gain PageRank relatively quickly; I have created a number of them for clients that are now PR3s and PR4s. HubPages also work well and have the ability to gain PR rather quickly. Beyond that, I would make sure to create a presence on all the major social networks like Facebook, Twitter, Google+, LinkedIn and Pinterest. Have a link back to your website from each of these profiles and use Fiverr to gain likes and plus ones on your web pages and build social signals that Google can see. Careful not to overdo it on the Fiverr likes (Plus Ones especially) because too many too fast can have a temporary negative effect on your rankings.

If you update your this static site daily or minimum once a week with interesting, useful and informative stuff then it could also help in increasing PR of your site. Also try to get unique traffic from soical media different networks, like facebook, twitter and Google+1.

 

I think all u need is quality back links form relevant website. PR doesn't matter.
