AJ Classifieds - Personals. Looks ok. But a little old-fashioned in their design.
Can not see if there is a mobile version or Facebook login.
There are many options as AJ Classifieds not have, but which can be found by others.

But to your point , I wrote something from scratch long time back for a site I built in Java but had to shut it down as there was not much traction. While there are software's available in the market , I suggest you evaluate carefully and choose the one that meets your needs . Try to create a USP so users will see a value in signing up on your site .
