I have noticed many sites puts a title like Sponcered Links, Related Links in Bold font on top of a google ads.

Is it OK? or against TOS?

Putting 'related links' means you are trying to give the impression those are part of the site rather than ads.

Sponsored link is ok but not "related links"

why people label their ads with "Sponsored Links" as google already label it with "Ads by Goooooooogle"

I never label any ad because its not against TOs not to label them :)
