First you need to remove all unnatural posted links from everywhere. Then you need to do quality backlinks generation and avoid paid and automatic or robotic submissions.

There is no tool available for checking the status of your site whether its in sandbox or not.As I knew about it whenever your site has thrown into sandbox then an alert message has been sent by google in your webmasters account from there your can check your site status.
