Most of these posts hit it on the head. However, in regards to PR for SERP placement - YES it helps. Those high PR links (usually mean they are trusted domains linking to you). I have a client, with pretty competitive keywords, with high PR links and content hosted pages ( budgeted for about $1750 USD a month) he has risen in the SERPs to page two on Google, from page 10. In my experience, the above recommendations for offsite optimization, combined with on-site techniques will prove to be most effective. Quality, one-way static links are what will get you to the top!
