This will definitely be content duplicacy issue. Suppose if a site is on rank 1 on google, if google would allow copying meta tag, then all other sites would use same meta tags of rank 1 website. Then same meta tags websites would have same google rank. But this is contradiction to the google ranking policies and rules. Therefore it is a content duplicacy. Google will take some action on websites which copy other websites meta tags.

I think you can get penalized for copying sites description. For keywords and titles i don't think so. If you look the serp there is a lot of sites that are using the same keywords in their titles.

You can make bunch of selected keywords from many sites but don't just copy paste same keywords on your site. Do some changes, create a new key phrase by mixing other keywords and check it on any keyword tool. The more you do keyword research the more you will get benefit out of it.

I always thought that your meta tags got to compliment your content and your keywords - what's the point copying if your content is different so the effect is minimal
    But I'm not sure

You can keywords separately some websites but do not simply copy from one website, that way you will be only increase competition for yourself with a better ranked website. Also it counts as duplicacy issue.

Back when SEO was all about onpage optimization this used to be a fairly common strategy. These days, you want to show that you are somehow unique. So copying meta tags would be a bad move. It surely wouldn't benefit you. I suspect Google wouldn't notice and drop your site in the rankings.

actually if you keep on copying someday google will find it that your a copycat and you might be penalized and your site might not be visible into the SERP. so avoid copying.

This is not a good idea that copying Meta tags, Meta description and Meta keywords of other sites. This is against the Google guidelines, your site gets penalized if you do this. Because all the content of your site has been duplicated and increase competition between your site and others. So' it takes bad effect on your website

I am thoroughly confused here. How in the world can meta tags compliment anything? First, meta tags are not people, and only people can compliment things. Second, even if someone were to compliment your content, what would be the point? Compliments only work when they are applied to people, not things.

Copying other websites meta tags won't be beneficial for you and Google will not take any action for the meta tags.

I guess Google should not penalize you to copy meta tags. But never copy a content of another blog or website. You can analyse your competitors always .
