I highly recommend Adobe Illustrator and Photoshop. But the most important software is "Graphic Design Knowledge" to help you design a proper logo and/or banner.

Your imagination. Seriously its like asking "whats the best brand of pencil to use to draw". i wouldn't recommend photoshop to someone that knows corel draw. Photoshop is great but its useless if you don't know it. you should be focusing on looking for overall techniques verse software. Once you rely on software your setting yourself up for failure cause your no longer the designer. If you need a free software just google gimp. but seriously stop looking for the software and start looking for the techniques.

Its like learning how to play a song on the guitar verses learning music theory.

It's Photoshop obviously, packed with loads of features has over thousands upon thousands of resources. But even so it's more about your skills with the software, I have seen really decent work made by people using paint.

AAA Logo is good but It will limit your creativity. Use Illustrator to design LOGO and convert you ideas to a great design.

Photoshop is best for creating logo/Banner. But photoshop is graphic based sofware. So Some times if you are try to resize your logo as small. The logo last it's quality.Illustrator and corelDRAW are vector based softwares. So Any time if you are making your logo as small or big in application, the quality does not loss.
