In case paypal allows verification of bank account in my own country , can I still choose to use a foreign bank account ?

You will then be given instructions on what steps should be followed for your paypal account to get verified. If paypal were to allow you to enter a account from a bank located outside your country, that would probably be a US bank account.
If your country is on the approved list on Paypal, I think they would allow you to use your bank account.
From what I've seen if you are in Europe or Canada you can use a bank account in your home country and if you have a bank account in the USA you can use that but if you are anywhere else you will have to check their approved list of countries.
As long as your country is on their list including your local bank you can use them for verification. The thing is that when you transfer your paypal funds to your account it is usually converted to the local currency which I think uses a lower conversion rate.

You would not be able to add a foreign country bank account apart from a US Bank account and your local bank account. This is to minimize the risk of fraud or people signing up with fake details or from non-supported country.
Any PayPal can be verified using a US Account but the limitations or if there are some facilities those wouldn't be changed. PayPal rules are applied to the countries, not to the way you verify the account.
They will limit your account later if they found your back account country ip and your resident country ip not matching
