There are many ways to build inbound links, depend on your site's content and how good is it. You can do one way link by 1. buy all listings in good paid directories 2. submit to free/new directories 3. Mail other webmasters and ask them if they want to link to your site. 4. Write your own articles and submit them to article sites/directories 5. offer your services in exchange of one-way links (hosting, articles, graphic) You can even do reciprocal link with other theme related sites.

I agree with thegypsy, links from on-topic trusted pages have greater value that can give significant boost in rankings.
