Asking for the best SEO company is like to ask what is the best car. I personally would recommed HubShout, but I suppose there are many others and pretty much depends on budget.

i think it is wrong example, all cars can go ahead but seo companies can not i dont ask for your websites. I need a quality company with good references.
For that money, you aren't going to get a great company. No offence intended, just being realistic. In your position, I would do an inventory of skills/assets at my disposal. If you have some staff and they are good at content writing, graphics, cartoons, videos, social media/brand management, etc, then put that to work. Just outsource jobs you can't do and it might save you some money. You really need a good social media manager, establish a good presence and build relationships with relevant commentators, new sites, etc. Get other staff involved in answering customer queries via social media, sharing interesting content, etc. What you really need is someone to market cool content, the kind of stuff that has the potential to go viral. (Assuming you want the kind of SEO that will last through updates.) As in, don't pay for links, but instead make people want to link back to you.
Honestly, a better idea is to not focus on SEO traffic, it's not very reliable unless you REALLY know what you're doin.
