Yes you can but paid links are not more trust worthy to generate traffic to your site.

You can get paid traffic and paid links. but you need to check they are useful for you or not.

Ranking good dont mean you will gain good traffic, it depends on the keyword. For those low volume keyword, it wouldnt generate traffic to your site although you are rank at #1. before thinking about buying link, you gotta study on the keyword

If you have to spend money on links, try to spend on high pr sites related to your content

How much depends. You can have an individual do it for you or an SEO company. I suggest you look at sites like oDesk and eLance so you can get an average of how much the service would cost. The backlinks would point to a page or pages on your site.

Hope that helps. Have a good day!

I think your back links would be better if they were earned naturally and weren't bought.

If you are buying links then buy links from relevant and high pr site, it would be good if you use guest blogging.

I agree with osjoe2, the best backlinks are from high PR sites with natural context related to your site. Patience, patience and... more patience!

Yes, you're right and I have much time to do it but Im tired of investigating of how to do it very very very very 9001+ times effective. So Im focusing on blog commenting right now, and my next target is social networking traffic ^_^

Your first step is working out what keywords are best. For this I use google's keyword tool. You can find out how many people are searching for each keyword (it even gives you suggestions). Then - you can purchase links using those high-traffic keywords as your anchor text. Make sure the links you buy are on high PR sites, and that the page doesn't have too many outbound links. Also - it's better if the link you purchase is embedded in an article related to the keyword.

the cost really depends on the quality of the sites. if it is a high PR site then expect to pay a high price.
