So you're asking is automated directory submissions are allowed? Yes they are, and you should know not all links will be approved right away. You should also know these links aren't going to help you a whole lot, but it doesn't hurt to submit them anyways.
You would probably find that they work in the short term but in the long term will cause massive issues next update/refresh.
Both of the service is not helping in SERP due to the low quality. By the way, it is safe for adsense
