Without seeing your website and on page optimization I would suggest quality link building through blogs/forums especially ones based in the country your targeting.

I wanted to add one other thought as well. If you really did receive a Penguin penalty, and you feel that you've cleaned up your offending links, you may need to wait until the next Penguin refresh before you get some rankings back.
Make your on page optimization fine and then try to obtain high quality backlinks with low outbound. This will helps you to increase your sites view shortly
May be there is a problem in on page optimization, check it and refine it. Be regular with off page SEO activities.
