After Google updates, there is no many changes in Off-page submissions. Just it punished over submissions of Socail Bookmarking submissions. So just we careful with this tactic. We can submit only to High Pr social Bookmarking sites which is enough to get good traffic and backlinks. And there are good tactics are available in Off-page:
