Your best bet would be... surprise... Chinese websites. Maybe generic e-commerce sites (Amazon or eBay clones) or websites that recruit people for web tasks (like MMO farming). To some extent I agree. The barrier of entering the market is pretty high, but that doesn't mean it's impossible. I mean if some guy without internet access can do business with the Chinese, one with internet access should be able to do it even easier. Lack of PP is also a problem, but I remember a time when we Romanians could manage without it (think Moneybookers). The real question is whether it is worth it or not to put in all this effort and the answer is yes. The Chinese market is huge and finding a small niche for yourself shouldn't be that hard. The amount of money floating is also mind-boggling. Here's a story I picked up from Slashdot to give you a better idea.
It will be hard for you to find some network which pay for China traffic just for banners. You need to look for popup networks like Poponclick but there you can find profitable ads for Asia countries, not specified China.
@Gigel The Chinese market is huge , speaks almost only mandarin , considers Europeans and Americans to be "white devils" and it does business with huge brands when it comes to finished products or services . Unless you're selling raw materials the Chinese market is self sufficient , it also has a shrinking economy.
