It may not be any it could just be a case of competition doing more SEO than you try checking the value of your links also if you are using the same keyword in your anchor text all the time this looks bad, naturally when a user shares your link it’s normally just copied and pasted. A handful of strong keyword anchor text links for your main keyword should be sufficient.

Concentrate on adding lots of content rather than links this in the long run will be more beneficial if certain documents on your site have been hit, then just create another page targeting variations of your main keyword, remove all nasty link, add fresh content, show search engines you have changed your ways and maybe they will reconsider changing your ranking.

I have had about 20 sites hit over the last few months and it’s quite hard to get them back, but not impossible, I had one guy trying to charge me to remove bad links.
Build up a real social community engage more often with social networks and just add lots of content for your users. I can only speak for myself but last year I was just getting tons of PR links and ranking very well, that method died a while back you need real social engagement and lots of content.

    Good LUCK

whenever we optimise the websites the social media optimisation is also necessary to optimising the website and generate traffics and ROI.

If you are doing all your SEO on rules of Panda and Penguin, then there must be a huge competition of your website. That may be the reason that your website is not ranking higher.

In my personal experience I haven't seen any postie effects from removing backlinks HOWEVER; if a particular site has domain-wide backlinks pointing to you then I would definitively remove it (unless there is traffic flowing from there)

How did you know that you got hit by panda or penguin penalty? If your site really got a penalty, no one can really assure you on how to get your site back. One good thing to do is to start fresh and be more wiser doing onpage and offpage seo,..

Add a blog on your site and update in regularly. Write topics related to your niche, use your targeted keywords in the post and link them to your site. I think this step will help you :).
