Its simple, google is looking for original content on the new websites it crawls. If your site gets crawled, there is a CHANCE you may be loss rankings or get ban from google. To explain why they would do it. Well i was a visitor to your website, i was disappointed buy seeing that. Even though its a great way to get rankings (still kinda blackhat if im not mistaken) you won't get returning visitors. The META tag does the same thing but i can't see it. If you have no content on your home page, well there is a problem because that is where you sites description goes. Your home page is your "store front" so to speak. it is what attracts users to go to other parts of your website. i tag cloud like that is very unattractive. Infact alot of other places say don't even use a tag cloud on your blog - let alone have it as your home page.
Thanks for the suggestions... The website is like directory based and it is focused only on web development and design. So the visitors will get the valuable resources ( websites and their latest feeds) ( even all articles ) Used tags on home page (instead of category) - to filter the websites based on tags ( so the visitor may pick the tag which he wants) Added the description on footer - what the website serves - will concentrate on tags section to improve... - Note : I seen many websites (like these) had good success stories... ( I am not comparing, just inspired) - still any suggestions are welcome..
It will most likely treat it as a bad idea. Even the visitors, who see this large tag could on the main page, will not treat the site seriously and leave it.

I would have to agree with this comment. Google is doing a lot these days to ignore any site that looks like it's trying to trick it. Even if this is not the intent it could be the end result.
