    is it legal for adsense?

    Usually, its a combination of adsense and adwords.

    A person will place an adwords ad with google that has a low cost per click, say .05. That ad will lead customers to a webpage that has adsense on it. The idea is the customer will hopefully click on an expensive ad making the owner of the website more money than it cost to get the customer to the site with adwords.

    As long as your website meets all the AdSense terms of service, its ok, but you cannot make a website for the sole purpose of displaying ads, that is against TOS.
