    What includes in Google’s over Optimization Penalty. And how can recover my ranking and traffics of my site. My one of site (Magento Development) ranking and traffics are down.

    Google's over-optimization penalty is aimed at people that spend more time on SEO than they do on quality. So as long as you have quality, you really don't have to worry. IF you're just loading a crummy web page with SEO tricks than you will be penalized.

    That's the jest of it.

    He's right. over optimization could be on page or off page both. Sometime you over stuff your content and meta tags to get rankings quickly or you build links too fast and that too with similar kind of anchor texts. that can leads you to over optimization penalty as well.

    Are you sure its an over optimisation issue? could be your site has issues in Google to do with its visibility. Check your webmaster tools just to be sure as issues with finding the site in Google can causes ranking drops.

    Yeah, it can be caused by a lot of thing, maybe low quality backlinks or maybe duplicate contents.

    No, never if you use quality and relevant optimization and always used manual off page process then Google doesn’t it consider as spam and never penalize your optimization.
