Try to have sites that targets US traffic, then you probably shouldn't be as worry about the Adsense.
I did too experience ban from google adsense, they not telling you what is wrong. From your story, I think that Indonesia have been blacklisted from google list. google must be have strong reason, I have not idea why but I can think is fraud or something bad happen. I feel sorry to you too.

it has nothing to do with low quality websites. It has to do with traffic quality. They dont have advertisers for indonesia so they have to eat the payments by showing there own google ads. How many idonesians do you know that are using the adwords system or buying any traffic at that. It all search engine traffic. With no advertisers. They are not making any money off your accounts so they terminate the agreement.

lol This is stupid. Google hates Indonesians? That is absurd... Indonesians brought it on themselves. So many damn scammers and spammers from that country just like Pakistan. My site has been click bombed a few times by people from Indonesia. Many of them have many different bad practices... Yes yes, I know, not all Indonesians are bad and there are bad people in every country blah blah blah... If this is true, and there was a "mass ban", then it's in Google Adwords customers, like myself, best interest. I know this will piss off many Indonesians but the fact is that the bad Indonesians have brought this on themselves and have ruined it for the innocent Indonesians that build good sites. Though, I don't believe in this "mass ban" anyway... I think it is just a coincidence and a lot of Indonesians got banned at the same time... Of course they do get real. Do you really think they want multi million, maybe billion, dollar lawsuit against them...? Get real man... If they were doing that, there would be some lawyers, big shot web designers, marketers, somebody would catch them. Not worth the risk to the big G...

Well, I don't think that Google do any kind of bias especially for a particular country. It bans account, just because of some TOS validation issue, and fraud clicks issue. They once realize that someone is doing fraud, they will ban them and never consider anything related to the response.

Maybe you should just get a proxy in a different country so your IP is from there, maybe nearby and get a PO Box there if you need for sending mail to there (like a check). Japan, Korea, Hong Kong, Taiwan, maybe Singapore are probably better countries to appear from and could send the check easily to you.
Countries like yours have been treated the way you have because you have lots of people in your country who try and abuse the system. If your fellow marketers didn't try and cheat then things would be fine.
