how these sites come in top index

i have very crtical question

there is some site that copy past content exactly by words and if the publish article from either site they imediatly come to top of search engine they didn't add any keyword just they change one word in title and they jet too much traffic from Google,

how these site do to become good index like this and to be in top of search engine also they copy past content

Don't worry maybe some time this site on time but after some time this will hit by penalize.
