Promoting a Function

    I am relatively new to twitter so haven't got too many followers so am wondering how twitter is used to promote a function.

    For example, I understand only people who follow me get my tweets but I think hashtags are useful.

    If I wanted, for example, to suggest a motorbike meet at a certain location who would I send the tweet to.

    If you do not have many followers you can only pay to promote your tweet in order to reach larger audience.

    Hashtags are not very useful in this matter - I personally do not read any random hashtag unless I am interested in a certain topic (hashtags for TV shows etc.).

    The media seemed to suggest the Middle East uprising was initiated using twitter, can't see how that could be if posts can only be made to followers.

    Followers tend to retweet hot news so they spread really fast.
