There's no such thing, and never will be because for there to a drag and drop plugin creator would require the functionality to already be programmed by someone.
You don't have to be an ace programmer to create a plugin - there are basic templates out there and you just add your own functionality. I'd say the biggest obstacle is knowing WordPress well enough to know the best way to implement it - use widgets, build into the template etc. What are you actually trying to do?
Unless you learn at least some HTML, some programming, some PHP and some Wordpress, you won't build a Wordpress plugin. Period.
That's like finding a program that will draw a picture for you with a click of a button. If it does exist...odds are the picture drawn is not the picture you want to draw!
Man, every thread I click on, a sarahk response is always great help. Speaking of basic templates - I don't understand? I understand templates in the context of themes, but plugin templates? 'Plugins' is just so open-ended, so...'it could be anything/everything' ... I have a hard time seeing how there might be a 'template' for a plugin. Unless it was some generic thing. I'll have to Google WP plugin templates to get a better idea of how that 'looks' so I can understand better. Anyway. I'm looking into plugin development also. Codecademy is also a great help, I've been playing with WordPress for the better part of two years, and unfortunately in all that time still have only the slightest knowledge of HTML - much less CSS. But I'm plugging away at learning PHP, actually started today, and it's exciting. Reason I started - I'm building a site, have an idea, just like everyone else. I think PHP will help me fulfill a lot of the functions I'm looking to provide, and other than that, a nice HTML layout. Anyway, that's at NE1UP.com but is as always a work-in-progress. I'm also super fascinated at the thought of plugin development, as the past two years, I've compiled quite the little list of unique plugins that absolutely must be made by someone, with a valid function and nothing out there available. So I figure a year hard work really learning HTML, CSS, and PHP...and next year I can actually have a page of free plugins I offer, and maybe even a paid one or two. Or maybe NE1UP will explode. That'd be nice too lol. I'd also like to get into actual theme development and sales, which is another reason I'm starting this programming path. I'm more of a marketer, but you've so often got to know how to build what you want built before you can entice others to really help out.. It's midnight and I'm rambling.
