Thats true how would having fake fans help you if they are just liking your page for no reason and probably wont ever read your status updates.
I think that there are some benefits for getting fake fans, but not so much and only on new pages. It is hard to get fans to your page when you have just made your page, because I think that it is easier for people to like a page which have 1000 likes instead of liking a page that has only 10 likes. This could also be on culture thing and this doesn't apply on every country.
Yea I wouldn't focus on getting too much fake fans but once you build up a couple hundred then maybe people will start liking your page since they see others doing it.

I know some techniques, yes, because it's a part of my daily job but it's always harder with some business. Facebook is not always the best option, Twitter is sometimes (often) more interesting.

Focus on creating good content to your visitors. That is the only free way to generate traffic to your site. It might take time for that traffic to pick up, but it is the best way to do it. I hope that helps a little bit.
