try to learn from experts. you can also watch photoshop techniques online videos (eg. on youtube) and learn. practice and practice the techniques whenever you get free time. devote time, do practice & improve techniques.

There are also video tutorials available for free which you can find me bu using google search. Other solution than the free tutorial is to pay a series of expert videos tutorials, Lynda.com for example they offer good Photoshop training series.
