Definitely You can Send funds from Unverified Paypal Account to Other Paypal Accounts . But theres a Sending Limit of 100$ i.e. once you are done with sending 100$ you need to get your account Verified to lift the limit and again to send the funds . Regarding the Withdrawal .. You can withdraw a Minimum of 150$ < -5$ for Currency Conversion > .. and theres a 500$ Withdrawal Limit for Unverified Accounts i.e. you can withdraw a max of 500$ per month from an Unverified Account . You can pay as many time as you wish untill your total spending reaches to $100 ( or whatever the limit in your country) Normally takes 7 days to 45 days to reach at my mailbox.
