Backlinks still work - I agree with SteveBenjamin. They not only work, they are critical, natural, paid, either way, they are the key to rankings still.

Spinners and mass link submission are valued much less than authority links. Google is looking for things to appear "natural", the more related your links are to your topic, the higher PR of the page that is linking to you, the better your chances are of ranking higher. But the key nowadays is for quality and not so much quantity, this applies for backlinks as well.
Good relevant backlinks are now part of the Google algorithm. If the backlinks are relevant Google looks at these and determines how popular you site is. Panda and Penguin have definitely had an effect on sites that were linking to irrelevant sites.Some of these sites that were on page 1 of Google have lost there place and are now buried right down the list.

Time changed man! Now people are not look for black hat techniques. You know, now quality of backlinks is important than quantity. How do you ensure the quality of your "Tons of Backlinks" is the main concern.

Only a certain category of links are devalued, and in serious cases, Google will send you a warning mail, so you dont have to worry too much, however the best way in link building is to keep a small way out for yourself, that is you should be able to remove the links when needed, or otherwise you should point the doubtful links to a bit useless pages instead, so that incase of very serious issue, you can 404 the pages which are getting the bad backlinks. Keeping these basics in mind would help you out in your linkbuilding stratgey!
