hi, if I have a website with PR4 - in order for it's PR to get to 5 (or above) do I need links from 5 and up PR websites? or is linking to my website from many many low PR sites eventually do it's thing and google will raise my PR according to that? Thanks
you need couple of PR6 and PR7 links why not use "search" function of vBulletin to get your answer? btw DP uses vBulletin Believe me its really cool
Try to get a few high PR links to your website, or as many lower PR links as you can. That's about it really. Also, I heard actual design of the website has something to do with PR, a well layed out website which is surfer friendly.
what exactly is user friendly to google? let's say I can't get PR5 links. will PR4 and down (a lot of them) do the job eventually?
PR is 100% determined by incoming links to your site - nothing else. Each link can pass about 85% of it's PR, but that PR is divided between the number of outgoing links on the page i.e. a link from a page with 1 outgoing link passes 10x the PR to your site vs. a link from a page with 10 outgoing links. A PR5 is requires approximately 6x that of a PR4. PR, in itself, will not help you rank any better. You need links from related authority sites. Getting links from sites that are in no way related to yours will still pass the same PR, just not help you with SERPS. Concentrate on getting relevant links and forget about PR unless your goal isn't to improve rankings, but sell links.

Inflating it just ruins any way of telling your sites value from PR which is generaly useless in the beginning. Consentrate on getting links from any relevant sites that will link whether low PR or not. PR doesn't mean anything. I have seen many PR3- sites that have more value than a PR7.
Check this graph out: http://www.compar.com/PR.htm. It will give you some sense of what you need to get assuming the sites are passing on PR and around 50 outbound links per page as it says. Also, remember that the Google toolbar PR is only updated around every 3 months and shows data from 3 months ago when it does as I've heard.
Not if there are too many of outgoing links on the page. A PR5 link will make the site a PR5 if it is the only outgoing link. The number of outgoing links on the page linking to you is the key to how much PR it will pass to your site.

People PR does matter but it is just a piece of the equation for ranking - not the end game. Also, toolbar PR is dated so while it is the only indicator available it may not be a great indicator of today and the future.

No, that is false. Getting relevant links from authority sites is what will help you rank better. Authority sites generally have higher PR, so getting these links will raise your own PR, but it's the link, not the PR that helps you rank well. If you purchase a bunch of high PR links from sites unrelated to yours, it would raise your PR, but do nothing for your rankings. You should make sure the keyword you want to rank for is in the anchor text of the link.
