    What your asking is called 'responsive design'.
    In a nutshell it is about using percentages instead of fixed pixel widths for your elements.

    You may also want to search 'media queries' if you want to design for mobile devices.

    I don't believe you can create a site for a "specific screen resolution". Hopefully, else all the web pages would be a mess of spaghetti code. So this is in the realm of CSS, or styling. As some suggested, you should probably use percentages and "em" instead of specific pixel sizes, although that is not always possible.
