Hi there, I am having some issues with the jQuery on my forums: http://www.47r-squad.com/general-discussion/ Basically if you put your mouse over each tooltip the tooltip is buggy, for example if you mouse over it and you put your mouse over the tooltip more than once it appears and it disappears and re-appears few seconds later. Meh, vb.org nowadays is not really helpful, most of the times most questions don't even get answered. Now, to answer your question, it's a mod, not a plugin.
