PHPMYADMIN question...

    Is there a way to setup phpmyadmin independent from cPanel giving particular access to just one db?

    phpmyadmin has nothing to do with cpanel as it can run on a different port and require a separate login. Cpanel just has a link to an URL where phpadmin runs, nothing more

    The question is, how can I setup phpmyadmin, or use current so that user can just access 1 assigned database...

    you will probably need to create mysql login that have access to only one database
    then change user and password setting in phpmyadmin config file to that account
