What are fake PR domains and how to tell that?

I assume fake PR domains would be those that have high-PR backlinks that will be removed promptly when the sale is completed and pointed to another domain for sale, and as soon as Google discovers it the PR will vanish with the next update.
Am I correct and how to tell it is going to be a fake PR when buying?

I see the graph - how do you tell if the PR is fake by looking at the graph?
