I have went through very hard time recently. I have solved most of the problems, since the version of the wordpress is too low, our blog was took advantage of. Though i updated the blog to the latest version, it is not compatible to the current version. And the website is slow as always, what should i do, change the server?

that's because of your hosting, not your wp software

Our server is VDS, and when i complain to google, it said it was because the version of wordpress is too low and has been took advantage of.

you website is probably slow due to slow/overloaded mysql server. yes, changing the host would be a right idea. Has little to do with WP version

I'm also think that, changing host is the best way to make it more user friendly. so you have to work hard to make it more beautiful and user friendly.

I bought a new webhosting server in US, but unfortunately the IP is blocked in China, though i have imported the database in the new server, i decided not to use it.Since it is pointless if we couldn't open it in China. Changing a server is always very headache.

you could set up a proxy on some cheap China-enabled host that would pull all the content from your China-challenged US site.

Took 16 seconds from here, 150kb to load - I'm on a ridiculously fast connection.

    1. Check server is optimised (even lack of space slows them down)
    2. Ensure GZip used - I believe it is from looking at your headers
    3. Ensure caching program used
    4. Short-time win might be to reduce image size/resolution

But as above, sounds like you need an upgrade - although given what the site does, you don't need an all-singing server.
