    Sort of, yes. (I'd phrase it differently, but that's the general idea.) Hang around here long enough though, and you'll see that most of the people posting here have no idea what a language, markup or programming, is, and they think that all languages are the same, and one of them is "better" than another. Most of the people posting here are webmasters, not web developers.

    Knowing html, css and php is just basic but no guarantee the success. You must get experience in creating website. It is very hard work and also requires some graphical talent.

    It is not fully true! Of course HTML and CSS are essential, but PHP and MySQL are optional. They are the most popular but only ones used. Other server side languages are ASP

    Besides html and css.. either Javascript or PHP would be best. I would go with PHP, it will make working with CMS's much easier for you.

    I think javascript is better than php because in with javascript we can have flash like features and animation like prompt, alert, wipe and other animation effects which makes a website quick and fast. But on the other hand, as i think, with php we will be unable to get such features.

    I think the real answer to this question is that each language has it's own place in web development, whether it be HTML and CSS for design or PHP and MySQL for development. Also I am surprised nobody said this, but it's not about which language is best, because there are some people that can do pretty remarkable things with just HTML and CSS, it's about what languages you are most comfortable with. Explore them all for yourself and find out which ones you can make the best website with.

    I still repeat that we can not compare those languages and say which one is the best because each of them has specific application. So I say it again:
    1)Html is basic language which create structure of website
    2) CSS is for styling website, before css was used html attributes for that
    3) JavaScript is client site language which works on client computer (co-operates with browser) and makes all websites dynamic
    4) PHP and other server site languages handle those functions like forms and databases which can not be handled by JavaScript, maybe in the future, future browsers will also take over those functions. But those programming languages can do much more and there is rich list of functions operated by those languages. Limit is a sky and your imagination what you can create. Within those languages PHP is the most popular and it is worth to learn it.

    For the purpose of website designing, you may use HTML and CSS, I think these are the best languages for achieving that purpose. On the other hand, PHP, Java script and .NET are best for the purpose of developing any website effectively.......
